New storm could disrupt holiday travel

Residents in Oklahoma and Arkansas might wake up to snow this Christmas Day, as a storm system moves into the region from the West Coast. TODAY's Dylan Dreyer reports.

A major winter storm that on Sunday was dumping steady rain and snow on Northern California could strengthen as it makes its way east, promising a White Christmas ? and travel headaches ? for a wide swath of the country.

The storm will deposit snow from California?s Sierra mountains to New England through Friday morning, forecasters said. ?Unfortunately, this occurs not only during the Christmas holiday, but also in the peak travel period after Christmas Day in the South, Midwest and East,? weather.com said.


Forecasters warned that roads would become treacherous Christmas Day and Christmas night from the High Plains of western Kansas and the Texas Panhandle eastward into Oklahoma, extreme north Texas, Arkansas and into the mid-Mississippi Valley.

There was also the potential for severe thunderstorms with damaging winds, hail and tornadoes in parts of the South on Christmas Day, said Greg Forbes, The Weather Channel?s severe weather expert.

The storm was expected to reach the Northeast Wednesday, bringing gusty winds and widespread precipitation. Whether that precipitation will be snow or rain remains to be seen.

Millions are on the move the Sunday before Christmas, and while the holiday outlook has improved from recent days, weather might continue to disrupt travel plans in some parts of the country. NBC's Gabe Gutierrez reports.

?For now, snow seems most likely in the interior Northeast, with the potential for rain or perhaps a wintry mix to start in the major metros,? weather.com said.

The new storm comes on the heels of another storm that buried parts of Iowa, Nebraska and Wisconsin in more than a foot of snow last week and led to thousands of flight delays or cancellations.

Tax hikes for the rich? Blame George W. Bush - Fortune Finance ...

george-bush-taxesFORTUNE -- What seems brilliant today can come back to bite you in the butt tomorrow when the world changes. That's my major takeaway from the fiscal cliff soap opera.

It's a lesson that Republican tax-cutting zealots are now learning, painfully, as their crusade to minimize taxes for the ultrawealthy teeters on the brink of failure. As we'll see, this lesson applies to both parties: What's happening to the tax-cut zealots today could happen down the road to the Democratic zealots who insist that Social Security doesn't need to be fixed.

Taxes first. The reason we've got a fiscal cliff is that back in the early aughts, when people like Alan Greenspan were worried that federal budget surpluses would become excessive (you can snicker now), President George W. Bush came up with a seemingly brilliant strategy to force through enormous tax cuts. Rather than compromise with Senate Democrats to get substantial permanent cuts, the Bushies used a legislative process called "reconciliation" to push through mega-cuts with the narrow Senate majority they held, avoiding the need for 60 votes to overturn a filibuster (had the forces of fiscal sanity decided to mount one).

Because of the way reconciliation works, the 2001 Bush cuts had to expire in 10 years (eight years for the huge 2003 cut in rates on investment income). But hey. At some point, the zealots figured, they'd get the votes to make the cuts permanent. And even if they didn't, by the end of 2010 no one would dare let the cuts lapse. We would be in an economic boom, thanks to lower taxes. Life would be grand, especially for the mega-upper-classes, with no estate tax and the lowest taxes in the modern era on investment income.

Well, that didn't quite work out, did it? The eight Bush years were an economic and fiscal sinkhole, and the first two Barack Obama years weren't exactly robust. When the Bush cuts expired at the end of 2010, Republicans bought a two-year extension by agreeing to support extended unemployment benefits, and payroll tax cuts. But now the day of reckoning has come.

The biggest cuts for the biggest incomes seem certain to disappear. What's more, rates for those folks are likely to be higher than they would have been if deals had been made in 2001 and 2003.

We'd have no cliff drama at all had Bush done a truly bipartisan tax cut with the likes of Sen. Kent Conrad (D-N.D.), a fiscal conservative who's one of my favorite politicians. Make that former politician -- he's leaving the Senate soon.

Says Conrad, who opposed the Bush cuts' excesses: "They bet the farm, and we all lost. It's coming back on them, and it's coming back on the country." How does he feel about having been proved right? "I take no joy in it at all," he said. See why I like him?

I now fear that Democrats, currently feeling as empowered as the Bushies felt a dozen years ago, will make the same mistake with Social Security that the Bushies made with taxes.

Just as Bushies used ridiculous numbers to justify tax cuts, the official Democratic position uses ridiculous math to claim that Social Security doesn't need fixing. The logic, such as it is: Social Security isn't a problem because it shows a federal budget surplus. (I don't know if there's a different, unofficial position. I sure hope so.)

But our country's real fiscal problem isn't the federal budget deficit. It's the huge increase in debt our country is incurring to pay our bills. In the fiscal year ended Sept. 30, the Treasury had to borrow $160 billion (including $112 billion for the payroll tax holiday) to cover Social Security's bills, even though the program showed a $65 billion budget surplus. (I explain the math below.)

Right now, Democrats are riding high. But if they don't work out relatively modest, bipartisan cuts of future Social Security benefits now, in a decade or two the political climate may have changed, Social Security's problems will be worse, and cuts will be bigger and nastier than if they're made now.

Repeat after me: What goes around, comes around. Always has, and always will.

NRA blames media,?games for culture of violence

National Rifle Association Executive Vice President Wayne LaPierre raises the question of why the gun has automatically become "a bad word," when "the thing that stops a bad guy with a gun is a good guy with a gun."

National Rifle Association executive vice president Wayne LaPierre blamed Hollywood, video games music, the courts and more on Friday for creating a culture of violence in the United States.

?The only thing that stops a bad guy with a gun is a good guy with a gun,? he said at a Washington press event, adding, ?With all the money in the federal budget can?t we afford to put a police officer in every single school??


LaPierre made his lengthy statement to the press one week after the shooting that killed 20 children and six adults at a school in Newtown, Conn.?

Protesters twice interrupted LaPierre, who will appear this Sunday exclusively on NBC's "Meet the Press," holding signs reading "NRA KILLING OUR KIDS," and screaming that the gun rights group has "blood on its hands."

He said that elected officials had no authority to deny Americans the right and the ability to protect themselves and their families from harm.

And he noted that there are millions of active and retired police officers, military veterans, and private security guards ? ?an extraordinary corps of patriotic, trained, qualified citizens? ? who should devise a protection plan for every school.

?I call on Congress today to act immediately to appropriate whatever is necessary to put armed police officers in every single school in this nation,? he said.

Disbelief in some quarters after NRA urges armed guards in schools

He said that laws that established gun-free school zones have had the effect of telling ?every insane killer in America that schools are the safest place to inflict maximum mayhem with minimum risk.?

LaPierre said America has left its schoolchildren ?utterly defenseless -- and the monsters and the predators of the world know it and exploit it.?

He criticized Congress for not creating a national database of the mentally ill and called for increased federal prosecution of those who illegally possess guns.

LaPierre did not indicate that the NRA would support any additional restrictions on the sale or possession of guns. He ridiculed the idea that ?one more gun ban or one more law imposed on peaceful, lawful people will protect us where 20,000 other laws have failed.?

Following the school shooting tragedy in Newtown, Conn., Wayne LaPierre, Executive Vice President of the National Rifle Association, says "vicious, violent video games" like "Mortal Combat" and "GTA," along with "blood-soaked films" like "Natural Born Killers," "bring criminal cruelty into our homes each and every day."

He assailed the news media which he said had ?demonized gun owners.?

And he said ?the next Adam Lanza? is ?waiting in the wings? and argued that copycat killers are encouraged by ?a national media machine that rewards them with wall-to-wall attention and a sense of identity that they crave.?

He also criticized the video game industry and Hollywood movie studios for films such as ?American Psycho? and ?Natural Born Killers.?

On Wednesday President Barack Obama asked Vice President Joe Biden to lead an effort that includes members of the Cabinet and outside organizations to devise concrete legislative gun restriction proposals by next month, ?proposals that I then intend to push without delay,? Obama said.

He said he would ?use all the powers of this office to help advance efforts aimed at preventing more tragedies? such as the shootings in Connecticut.??

House Speaker John Boehner on Thursday said, ?When the vice president's recommendations come forward, we'll certainly take them into consideration.?

Sen. Dianne Feinstein, D-Calif., the author of the 1994 ban on certain types of semiautomatic firearms which expired in 2004, announced this week that she will introduce new legislation early next year.

Semiautomatic firearms, including semiautomatic weapons sometimes called ?assault weapons,? fire one round per pull of the trigger.

Her bill would outlaw the sale, transfer, importation and manufacture of more than 100 specifically-named firearms as well as certain semiautomatic rifles, handguns and shotguns that can accept a detachable magazine and semiautomatic rifles and handguns with a fixed magazine that can accept more than 10 rounds.

Feinstein would also outlaw large-capacity ammunition magazines capable of accepting more than 10 rounds.

Her measure would also ?grandfather? weapons legally possessed on the date of enactment and exempt more than 900 specifically-named weapons used for hunting and sporting purposes, according to a statement from her office on Monday.

The number of murders committed with guns has declined sharply in the past 20 years.

The rate of firearms-related murders in 2011 was 3.2 per 100,000 people. In 1993 the rate of firearms-related murders was 6.6 per 100,000 people. The number of firearms-related murder victims dropped from more than 17,000 in 1993 to 9,903 in 2011.

Yet the shootings in Connecticut have raised the possibility that Congress might enact restrictive legislation that would incorporate the 1994 ban as well as measures to increase funding for treatment of mentally ill people.

It is not yet clear what specific legislation, in addition to Feinstein?s bill, will be proposed in Congress and which measures Obama would throw his weight behind.

He did say during the second debate with his Republican opponent Mitt Romney that he wanted to see ?if we can get an assault weapons ban reintroduced. But part of it is also looking at other sources of the violence. Because frankly, in my home town of Chicago, there's an awful lot of violence and they're not using AK-47s. They're using cheap hand guns.?

He added, ?What I want is a comprehensive strategy. Part of it is seeing if we can get automatic weapons that kill folks in amazing numbers out of the hands of criminals and the mentally ill. But part of it is also going deeper and seeing if we can get into these communities and making sure we catch violent impulses before they occur.?

The outcome of legislative efforts in the Senate may well be determined by Democratic senators from states where there?s strong support for the rights of gun owners.

In the wake of the Sandy Hook Elementary School shooting, the National Rifle Association held a news conference in Washington, D.C, blaming the media and video games for cultivating a culture of violence.

Sen. Joe Manchin, D- W.W., who was just re-elected in November, has given mixed signals on his readiness to support restrictions on semiautomatic weapons.

Manchin said on MSNBC?s ?Morning Joe? Monday that, ?I?m a proud NRA member and always have been. But we need to sit down and move this dialogue to a sensible, reasonable approach?. I don`t know anyone in the sporting or hunting arena that goes out with an assault rifle. I don`t know anybody that needs 30 rounds in a clip to go hunting.?

But two days later in an interview with West Virginia talk radio host Hoppy Kercheval, Manchin seemed to edge away from his statement on Monday. Manchin said he was ?not supporting a ban on anything. I'm supporting a conversation on everything."

When Kercheval asked Manchin if he regretted what he?d said on Morning Joe. "I'm saying it more articulate today," Manchin replied.

In addition to Manchin and another centrist Democrat, senator-elect Joe Donnelly of Indiana who has received NRA backing in past elections, there are half dozen Democratic senators up for re-election in 2014 who represent states that are more protective of gun owners? rights, for example, Sen. Kay Hagan of North Carolina, Sen. Mark Pryor of Arkansas, and Sen. Mark Begich of Alaska.

Lawmakers, State officials tangle over Libya raid

WASHINGTON (AP) ? The State Department on Thursday acknowledged major weaknesses in security and errors in judgment exposed in a scathing independent report on the deadly Sept. 11 assault on a U.S. diplomatic mission in Libya. Two top State officials appealed to Congress to fully fund requests to ensure diplomats and embassies are safe.

Testifying before two congressional committees, senior State Department officials admitted that serious management and leadership failures left the diplomatic mission in Benghazi woefully unprepared for the terrorist attack that killed Ambassador Chris Stevens and three other Americans.

"We clearly fell down on the job with regard to Benghazi," Deputy Secretary of State William Burns told the House Foreign Affairs Committee. Earlier, before the Senate Foreign Relations Committee, Burns said: "We learned some very hard and painful lessons in Benghazi. We are already acting on them. We have to do better."

Burns and Deputy Secretary of State Thomas Nides testified in place of Secretary of State Hillary Rodham Clinton, who was under doctor's orders to stay home and recover from a concussion she suffered last week. Burns and Nides reiterated Clinton's written acceptance of the panel's report and vowed to implement each of its 29 recommendations.

The White House on Thursday also made its first comment on the damning findings of the report. Spokesman Jay Carney said that what happened in Benghazi was "clearly unacceptable," and that problems had to be fixed.

The report found that "'systematic failures and leadership and management deficiencies at senior levels" of the State Department meant that security was "inadequate for Benghazi and grossly inadequate to deal with the attack that took place."

The Senate hearing provided an odd scene because the committee chairman, Sen. John Kerry, D-Mass., is the top candidate to replace Clinton as secretary of state in President Barack Obama's second-term Cabinet. Kerry presided at the hearing, but asked no questions of officials who could be his future employees.

In an opening statement, Kerry said the department had "clear warning signs" of a deteriorating security situation before the attack. He also faulted Congress for failing to provide sufficient money to protect facilities worldwide, forcing the department to scramble to cover security costs.

The State Department is seeking about $1.4 billion in next year's budget for increased security; the money would come primarily from funds that haven't been spent in Iraq. That would include $553 million for 35 more Marine Security Guard units, $130 million for 155 diplomatic security agents and $376 million for security upgrades and construction at new embassies.

Since the attack, Democrats have complained that Republicans cut $300 million from the Obama administration's budget request of $2.6 billion for diplomatic and embassy security this year. Sen. Barbara Boxer, D-Calif., pointed out that the House balked at cutting money for U.S. military bands, which was about $388 million.

"We need to get our priorities straight around here, and we can't walk away and invite another tragedy, and as much as people like to say, 'Well it's not the money,' it's the money," Boxer said. "You can't protect a facility without the funding."

Nides, who is in charge of State Department management, agreed.

"Obviously, part of this is about resources," he said. "We must equip our people with what they need to deliver results safely."

But the chairwoman of the House Foreign Affairs Committee Rep. Ileana Ros-Lehtinen, R-Fla., noted that "budget constraints were not a factor in the department's failure" to recognize the threat. She suggested that if diplomats were so badly in need of resources, they should spend less on programs dealing with global warming and creative diplomacy and more on security.

Meanwhile, the volatility of Benghazi was underscored on Thursday when four people were killed when a protest outside a base for Libyan security forces turned violent, according to an official there. On Sunday, four policemen were shot dead when militants attacked the same security compound in Benghazi.

The State Department's diplomatic security budget increased from about $200 million in 1998 to $1.8 billion in 2008, according to the Government Accountability Office. Much of that has gone into physical upgrades at embassies and consulates to meet specifications adopted after the deadly 1998 bombings of the U.S. embassies in Kenya and Tanzania.

Yet the GAO said in November that the bulk of the growth has been reactive in places like Iraq, Afghanistan and Pakistan. It also said there had been little long-range strategic planning, which has made it difficult for the diplomatic security bureau to do its job in an efficient and comprehensive way.

Nides noted that money for construction has been significantly reduced so that the number of new compounds being built has dropped from the goal of 10 per year to two.

Republicans tangled with Burns and Nides over whether warning signs of a deteriorating security situation were ignored and why the department didn't ask Congress for money to boost security at the mission in the eastern Libyan city that was left relatively lawless after the revolution that toppled strongman Moammar Gadhafi.

The fallout from the Benghazi attack and the initial explanation offered by the U.S. ambassador to the United Nations, Susan Rice, that it was the result of a protest against an American-made, anti-Islam video has become deeply partisan. Republicans accused the administration of trying to cover up a terrorist incident to help President Barack Obama's re-election bid.

The Senate hearing was largely free of such allegations but some House members took the opportunity to accuse each other of unnecessary and destructive partisanship.

Retiring Rep. Gary Ackerman, D-N.Y., said the hearing was a "ruse" designed to make the Obama administration look bad, a statement that drew a quick rebuke from Rep. Dana Rohrabacher, R-Calif., who said Ackerman's accusation was partisan in itself.

Sen. Jim Inhofe, R-Okla., ticked off a long list of incidents involving Westerners in Libya in the months before the raid, including attacks with rocket-propelled grenades and improvised explosive devices. Just two days before the Sept. 11 assault, Stevens had requested additional security.

Burns pointed out that the report found no "specific tactical threat," but said Inhofe was correct to identify a troubling pattern. "We did not do a good enough job in trying to connect the dots," Burns said. "We made the mistaken assumption that we wouldn't become a major target."

Stevens was killed in the attack along with information specialist Sean Smith and former Navy SEALs Glen Doherty and Tyrone Woods, who were contractors working for the CIA. Stevens was the first U.S. ambassador killed in the line of duty since 1979.

The conclusions of the Accountability Review Board that Clinton convened led to the resignation or reassignment of four State Department officials who worked in two bureaus ? Diplomatic Security and Near East Affairs ? that were singled out for the harshest criticism in the report.

The resignations did little to mollify lawmakers who insisted that Clinton testify in the coming weeks despite her plan to leave the administration. Kerry said she would appear before the panel in January.

"She is ultimately responsible for the department and U.S. posts around the world. Her testimony before the Senate Foreign Relations Committee is indispensable to any effort to address this failure and put in place a process to ensure this never happens again," said Sen. Marco Rubio, R-Fla.

$A lower on Chinese shares weakness

The Australian dollar is slightly lower following weakness in Chinese stocks.

At 1700 AEDT on Wednesday, the local currency was trading at 105.16 US cents, down from 105.34 cents on Tuesday afternoon.

Commonwealth Bank currency strategist Joseph Capurso said the Australian dollar had traded in a narrow range on Wednesday but a slide in the Shanghai Composite Index, earlier in the day, had put some downward pressure on the currency.

"The Chinese stock market is a little bit weaker, maybe that has put a bit of downside on the Aussie dollar but it's hard to scratch around for a reason really," he said,

The lack of volatility in the Australian dollar came despite positivity in global markets, which saw shares in the US, Asia and Europe rally and the euro rally to a seven-month high against the US dollar.

Mr Capurso expected the Australian currency to trade in a narrow range in the lead up to Christmas, unless there were significant developments in US debt negotiations.

Democrats and Republicans are trying to reach a compromise to bring down the country's debt while avoiding a "fiscal cliff" of automatic tax hikes and spending cuts due to apply from the beginning of 2013.

"If it gets resolved the Aussie would put on a cent or maybe more very quickly but that would fade off eventually," Mr Capurso said.

"But if the market gets worried we are going to fall of the cliff the Aussie is going to fall."

Vala Afshar: Washington Can Benefit From Social Business Leadership Principles

In a highly competitive market, where difficult and timely decisions must be deliberately made without permanently damaging existing relationships, the ability to collaborate and build consensus is an important leadership trait. Business agility and customer delight are not mutually exclusive. A company's ability to adopt a social mindset -- open and collaborative -- is the most effective strategy in the connected era. Perhaps it is time for our politicians to study successful social business leaders and take a lesson.

I recently researched the social activities of all 100 U.S. senators with the intent to better understand collaboration behaviors of our most prominent elected officials. According to http://govsm.com/w/Senate, I was able to profile the social activity of all senators and here's a high-level summary of my findings:

  • Nearly 10 percent of the U.S. Senators do not have a Twitter account. All but three had Facebook accounts.
  • More than one in five Senators have a Klout score that is below 40 [scale of 0-100]. Klout is the standard measure of digital influence, measuring the engagement levels of social media users. The average Klout score is said to be 40. My @Klout score is 71 which is higher than 90 percent of the U.S. Senators. I am certainly not more influential but based on Klout's algorithm, I have a higher reach and I am more engaged than all but 10 U.S. Senators on social media.
  • I randomly checked some of the most active Twitter accounts only to find very little 'true engagement' and more announcements of policies and events. Being social is more than just having a Facebook or a Twitter account and having uni-directional communication -- think telephone, not megaphone. For the record, I view Cory Booker [@corybooker], Mayor of Newark, N.J., as the gold standard for socially active and engaged elected official.

My summary of findings is that there is much room for improved social collaboration in the Senate, which is something that is also true for many businesses today. It is outside the scope of this post for me to share potential solutions for improved collaboration such as crowdsourcing voter recommendations in each state or greater transparency re: senators' support base and personal views of future legislation. The benefits of collaboration are ultimately renewed interest and trust in our leaders and better understanding of the mutual benefits of said initiatives. Greater collaboration will also lead faster execution of disposition on difficult legislation. It will never be perfect, but it can be better.

A social mindset in Washington goes well beyond the Twitter accounts of our elected officials. Most of our congressional and executive leadership in Washington use social tools to reflect their positions. My perception is these social tools are used for a monologue, not a dialogue. This is not a social mindset. To connect to your customers -- your constituents, employees, colleagues, suppliers, etc. -- you need to have a social mindset that allows for transparency, accountability, and trust. Too much that is done in Washington is for self-interested goals. A social mindset has the best interests of all parties in mind. Win-win is always a path to the best long-term solution. No solution is perfect; therefore collaboration and compromise are the tools used for successful completion of any endeavor where multiple interests are being considered.

Today we are faced with gridlock conditions that exist in our businesses and our country -- an example of this is the fiscal cliff. The fiscal cliff has the potential to derail any hints of economic recovery and throw the U.S. back into recession. The impacts of sequestration budget cuts to entitlements, defense and general government spending increases, and the tax increases across the board will impact almost all Americans. Only through collaboration can we successfully tackle such enormously difficult challenges. According to a recent NBC News/Wall Street Journal Poll, Americans overwhelming want Congress and the president to come to a compromise.

This desire to seek compromise is part of the social mindset which is transforming today's business. Achieving compromise in difficult circumstances, with mutual benefits, is a sign of strength, not weakness. Successful businesses employ leaders who see the benefits of a social mindset. Social executives understand that these principles are the path to forward progress. We all have a desire to see this common sense approach in the DNA of our political landscape and the guiding principles of our national elected leaders.

Collaboration is one of the most important attributes of any leader. What type of people are the most collaborative? An interesting statement was made recently by some of our women congressional leaders. Senator Suzanne Collins (R-Maine) told ABC's Diane Sawyer that "I think if we [women] were in charge of the Senate and of the administration, we would have a budget deal by now. With all deference to our male colleagues, women's styles tend to be more collaborative."

No matter your gender or back ground, everyone has the capacity to collaborate if they lead with humility and grace. To collaborate effectively, you need to be purpose driven and find the right "why." Social business and social people drive themselves by consistently finding the right "why." Our politicians have many "whys" that should drive the collaboration needed to solve difficult, but important predicaments.

As business leaders, we work hard every day to help ensure the success of our company. We know that it feels good to win; it feels even better to win as a team; and it feels best when we share our successes with customers and business partners. Congress needs more wins with the American people. Our elected leaders need to create and share their wins by working collaboratively and driving value for our country, our citizens, and our global community.

In the book, The Pursuit of Social Business Excellence, which I co-authored with my colleague Brad Martin, we talk about the impact of the social revolution in business and the importance of leadership transparency, humility and respect to bolster execution velocity and customer delight. A social business cultivates a culture of courage, transparency, meritocracy, openness, and shared accountability. Our Congress can look to our American business leaders -- who represent some of the most social and successful leaders in the world -- as an example to follow to help solve the gridlock that is crippling our confidence in Washington.

In this social and mobile era, people have choices and voices that are scaled and amplified like never before. To truly connect, we must do so by way of a personalized and mutually beneficial approach. To collaborate with the ethos of value exchange, we must embrace social collaboration. We live in a connected world, where businesses must be able to change and adapt in order to achieve sustainable growth. Washington should take a lesson.

College Enrollment Fell by 1.8 Percent This Fall, Report Says

College enrollment in the fall-2012 term dropped by 1.8 percent from a year earlier, according to a report released on Tuesday by the National Student Clearinghouse Research Center. Four-year, for-profit institutions saw the sharpest decline, 7.2 percent, among the sectors tracked by the study. Enrollment at four-year, private, nonprofit institutions increased by a half a percentage point.

The report is the first in a series of current-term enrollment estimates that the research center plans to publish every December and May. The new estimates follow the U.S. Department of Education?s release in October of preliminary data for the fall-2011 term, which also showed slight enrollment declines.

From super to ultra: Just how big can black holes get?

Dec. 18, 2012 ? Some of the biggest black holes in the Universe may actually be even bigger than previously thought, according to a study using data from NASA's Chandra X-ray Observatory.

Astronomers have long known about the class of the largest black holes, which they call "supermassive" black holes. Typically, these black holes have masses ranging between a few million and a few billion times that of our sun.

This new analysis of the brightest galaxies in a sample of 18 galaxy clusters suggests that the masses of at least ten of the supermassive black holes in these galaxies are ultramassive, in that they weigh between 10 and 40 billion times the mass of the sun. Astronomers refer to black holes of this size as "ultramassive" black holes and only know of a few confirmed examples.

"Our results show that there may be many more ultramassive black holes in the universe than previously thought," said study leader Julie Hlavacek-Larrondo of Stanford University and formerly of Cambridge University in the UK.

The researchers estimated the masses of the black holes in the sample by using an established relationship between masses of black holes, and the amount of X-rays and radio waves they generate. This relationship, called the fundamental plane of black hole activity, fits the data on black holes with masses ranging from 10 solar masses to a billion solar masses.

The black hole masses derived by Hlavacek-Larrondo and her colleagues were about ten times larger than those derived from standard relationships between black hole mass and the properties of their host galaxy. One of these relationships involves a correlation between the black hole mass and the infrared luminosity of the central region, or bulge, of the galaxy.

"These results may mean we don't really understand how the very biggest black holes coexist with their host galaxies," said co-author Andrew Fabian of Cambridge University. "It looks like the behavior of these huge black holes has to differ from that of their less massive cousins in an important way."

All of the potential ultramassive black holes found in this study lie in galaxies at the centers of massive galaxy clusters containing huge amounts of hot gas. Outbursts powered by the central black holes are needed to prevent this hot gas from cooling and forming enormous numbers of stars. To power the outbursts, the black holes must swallow large amounts of mass in the form of hot gas. Because the largest black holes can swallow the most mass and power the biggest outbursts, ultramassive black holes had already been predicted to exist to explain some of the most powerful outbursts seen. The extreme environment experienced by these galaxies may explain why the standard relations for estimating black hole masses do not apply.

These results can only be confirmed by making detailed mass estimates of the black holes in this sample, which is by modeling the motion of stars or gas in the vicinity of the black holes. Such a study has been carried out for the black hole in the center of the galaxy M87, the central galaxy in the Virgo Cluster, the nearest galaxy cluster to Earth. The mass of M87's black hole, as estimated from the motion of the stars, is significantly higher than the estimate using infrared data, approximately matching the correction in black hole mass estimated by the authors of the Chandra study.

"Our next step is to measure the mass of these monster black holes in a similar way to M87, and confirm their existence. I wouldn't be surprised if we end up finding the biggest black holes in the Universe," said Hlavacek-Larrondo. "If our results are confirmed, they will have important ramifications for understanding the formation and evolution of black holes across cosmic time."

In addition to the X-rays from Chandra, the new study also uses radio data from the NSF's Karl G. Jansky Very Large Array (JVLA) and the Australia Telescope Compact Array (ATCA) and infrared data from the 2 Micron All-Sky Survey (2MASS).

These results were published in the July 2012 issue of The Monthly Notices of the Royal Astronomical Society.

Newtown shooter's computer badly damaged

A computer at the Connecticut home where Newtown, Conn., school shooter Adam Lanza lived with his mother was badly damaged, perhaps smashed with a hammer, said police who hope the machine might still yield clues to the gunman's motive.

The computer's hard drive appeared to have been badly damaged with a hammer or screw driver, law enforcement authorities told ABC News, complicating efforts to exploit it for evidence.

Officials have "seized significant evidence at [Lanza's] residence," said Connecticut State Police spokesman Paul Vance, adding that the process of sifting through that much forensic evidence would be a lengthy and "painstaking process."

Authorities also told ABC News that the weapons used in Friday's rampage at Sandyhook Elementary School, which left dead 20 children and seven adults including Lanza's mother Nancy, were purchased by his mother between 2010 and 2012.

According to the Bureau of Alcohol Tobacco and Firearms, Lanza visited shooting ranges several times in recent years, and went at least one time with his mother.

The first funeral for a child killed in the massacre was held today in Fairfield, Conn., where mourners gathered to remember the too-short life of first-grader Noah Pozner.

Authorities also revealed this morning that two adult women shot during the rampage survived and their accounts will likely be integral to the investigation.

"Investigators will, in fact, speak with them when it's medically appropriate and they will shed a great deal of light on the facts and circumstances of this tragic investigation," Connecticut State Police Lt. Paul Vance said at a news conference today.

Both survivors are women and are now home from the hospital after being shot, police said. Officials had previously mentioned just one adult survivor. The women have not been identified and police did not give details on their injuries.

Both adults, Vance said, were wounded in the "lower extremities," but did not indicate where in the building they were when they were injured.

Moving trucks were seen outside Sandy Hook Elementary School this morning, as school officials prepare to move furniture and supplies to a vacant school in neighboring Monroe.

Sandy Hook itself will remain a secure crime scene "indefinitely," said Vance.

Police say Adam Lanza, 20, forced his way into Sandy Hook Elementary School on Friday, spraying bullets on students and faculty. Lanza killed 20 children and six adults before turning the gun on himself.

Lanza also killed his mother Nancy Lanza at the home they shared before going to school.

"There are many, many witnesses that need to be interviewed," Vance said. "We will not stop until we have interviewed every last one of them."

Vance said the investigation could take weeks or months to complete. "It's not something done in 60 minutes like you see on T.V."

Some of the other key witnesses will be children who survived the shooting spree by playing dead, hiding in closets and bathrooms and being rescued by dedicated teachers.

"Any interviews with any children will be done with professionals...as appropriate," Vance said. "We'll handle that extremely delicately when the time arises."

The first funerals for victims of the shooting are today, beginning with 6-year-olds Noah Pozner and Jack Pinto.

Officials said today that the Sandy Hook Elementary School, where the shooting took place, will be closed "indefinitely."

Both the school and the home where shootings took place are being held by police as crime scenes and Vance predicted authorities would spend "months" investigating the elementary school.

All Newtown schools are closed today to give residents more time to cope. Every school except for Sandy Hook is expected to re-open Tuesday.

The town of Monroe has offered to open to Sandy Hook students the Chalk Hill School, a former middle school that currently houses the town's EMS and recreational departments.

Officials in Monroe, less than 10 miles from Newtown, say the building could be ready for students by the end of the week, but have not yet set a date to resume classes.

Nearly 100 volunteers are working to ensure the building complies with fire and security regulations and are working to retorfit the school with bathroom facilities for young children.

"We're working to make the school safe and secure for students," said Monroe Police Department spokesman Lt. Brian H. McCauley.

The neighboring community's school is expected to be ready to accommodate students in the next few days, though an exact schedule has not yet been published.

While the families grieve, federal and state authorities are working around the clock to answer the question on so many minds: "Why?"

ABC News has learned that investigators have seized computers belonging to Adam Lanza from the home he shared with his mother. Three weapons were found at the school scene and a fourth was recovered from Lanza's car. Lanza had hundreds of rounds and used multiple high-capacity magazines when he went on the rampage, according to Connecticut State Police.

Vance said that every single electronic device, weapon and round will be thoroughly examined and investigated as well as every aspect of Lanza's life going "back to the date of birth."

ABC News has learned that both the shooter and his mother spent time at an area gun range; however it was not yet known whether they had shot there.

President Obama delivered an emotional address at an interfaith prayer vigil in Newtown on Sunday night, comforting the community.

"I come to offer the love and prayers of a nation," the president said. "I am very mindful that mere words cannot match the depths of your sorrow nor can they heal your wounded hearts. I can only hope it helps to know you are not alone ... and that all across this land we have wept with you."

"These tragedies must end," Obama said. "And to end them we must change."

Thousands came out of the prayer vigil where Red Cross members distributed stuffed dogs to children and adults wept in the auditorium.

"We needed this. We needed to be together, here in this room, in the gymnasium, outside the doors of this school, in living rooms around the world," said Rev. Matt Crebbin, senior minister of the Newtown Congregational Church. "These darkest days of our community shall not be the final word heard from us."

Twitter outrage as Instagram says it can use all photos in advertising

Instagram, the popular photo-sharing service that Facebook bought this year, is the target of a storm of anger on Twitter and other sites after a change in its user agreement hinted that it might use shared photos in ads.

It?s not clear that anything substantive has changed in Instagram?s new terms of service, which were posted Monday and go into effect Jan. 16. As is the case before, the service reserves the right to use shared photos in any matter it likes, though the photographers keep ?ownership? of the photos.

The updated terms of service say users agree that their photos could be used ?in connection with paid or sponsored content.? The current terms say the service can place ads ?on, about or in conjunction with your Content.?

The fast-growing site is a popular way to share photos from cellphones. Facebook Inc. bought Instagram in September. The cash-and-stock deal was worth $1-billion (U.S.) when it was announced in April, though that fell to about $740-million by the time it was completed because of Facebook?s falling stock price.

The updated terms suggests that Facebook wants to integrate Instagram into its ad-serving system, which can, for instance, promote an item by telling users that their friends ?Like? it. The new terms make it clearer that Instagram could use your photos to market to your friends.

Instagram announced the change in a blog post, but didn?t explain its intentions. It said a concurrent change to the privacy policy, a separate document, would help Instagram function more easily as part of Facebook.

Twitter users were vowing to cancel their Instagram accounts in response to the policy change, complaining that the new terms would essentially let the service sell people?s photos for ads.

Twitter offered to buy Instagram for $525 million in cash and stock this March, Nick Bilton at the New York Times reports.

Unlike most reports of an almost-deal, this one, according to Bilton, could lead to legal trouble for Instagram CEO Kevin Systrom.

In August, Systrom testified to the California Corporations Department about the Facebook deal. It was a way to speed up approval of the acquisition.

During the hearing Systrom was asked if he had ever received competing offers. He said, "We never received any formal offers or term sheets."

But, Bilton's sources say Systrom verbally agreed to the $525 million deal with Twitter before backing out, saying he wanted to keep the company independent. Further, he did get a term sheet, which is an outline of a formal deal, from Twitter. He didn't keep the term sheet, however.

Bilton says Systrom previously worked in M&A at Google, so he knew the ins and outs of acquisitions. Bilton also says Systrom never met at Twitter's offices or Instagram's; instead they always met somewhere neutral like a restaurant. When he was given the term sheet, he read it over, memorized it, then handed it back to Twitter.

It's unclear whether Systrom and Facebook will be in trouble if Bilton's story is accurate. It would be up to the California Corporations Department. And it tells Bilton, "[we have] not received any complaints or protests of our original fairness hearing proceedings in the Facebook/Instagram acquisition."
