Repopulation of countryside is essential tool to avoid major fires, Spanish experts say

ScienceDaily (Oct. 28, 2012) ? The Universitat de Val?ncia presented a preliminary report on the major fires Valencia suffered this summer. The report, lead by the professor of physical geography Alejandro P?rez Cueva, suggests that repopulation of the countryside is an essential tool to avoid major forest fires, and points out alternative solutions such as biological firewalls that involve developing pastures.

The document was presented during the celebration of the 1st Forum of Forest Fires Universitat de Val?ncia-Ayuntamientos, which is an encounter between the academic institution and the town councils to discuss the forest fires that took place last summer. It was held at the Botanic Gardens and its goal was to detect 'the needs of the towns affected by the fires and promote the relations between the local authorities and the University experts', as the Vice-Principal stated.

The experts analyzed this summer's major fires -Benag?ber, La Safor, Cortes, Andilla and Chulilla-, which destroyed a total of 63.520 hectares. 'We are studying the basic elements of the disasters like the use of the land and the weather conditions, but also the impact of the fires on biodiversity', said P?rez Cueva. For example, the Andilla and Cortes fires affected valuable areas including the Sierra Calderona nature reserve, Mart?s, El Ave, and Malacara ranges, La Mola de Cortes and El Caroig, or the central stretch of the river Palancia; four micro flora reserves; three fauna reserves in Alcublas and two caves used by bats.

This report also analyzes socio-economic and demographic issues. 'We can see once again that population decline in rural areas has favoured major fires', adds the professor. The municipal areas that have suffered the most are Dos Aguas (94,9%), Macastre (77,3%), Saca?et (67,45%), Alcublas (66,6%), Bugarra (66,2%), Teresa (59,38%), Catadau (49,2%), Llocnou de Sant Jeroni (42,11%), and Chulilla (38,36%).

'Our work proves that conventional firewalls and natural barriers have not worked, so it is urgent to implement biological firewalls, something which is already included in the regional forest planning regulation. This involves recovering traditional activities such as pastures or farming activities', P?rez Cueva said. He also pointed out the importance of avoiding the use of heavy machinery on burned land to avoid erosion.

Regarding the influence of the weather, scientists analyzed the disasters and found that the wind caused the fire to behave in three different ways. In the first of the fires, Benag?ber (440 hectares), flames were caused by a cold breeze that stopped at nightime. In the second one however, La Safor area (1.329 hectares), there was a central focus and variable East and West winds whereas the three last major fires in Cortes (32.443 hectares), Andilla (21.249 hectares) and Chulilla (8.057 hectares), were characterized by the classic and very persistent South-East wind.

The towns' mayors claimed for a political will to implement effective measures of recovery. Manuel Civera from Alcublas stressed the economic value of the natural and environmental resources as well as the food products that are provided by these inland towns. He also added that despite all the regional, national and European regulations depopulation has not been avoided, so there must be a real political effort to change the situation.

The representative of the town council of Enguera, Santiago Ar?valo, stated that 'there will be no society without a cohesion between the coastal zones and inland areas.' He also stressed the need to start new economic activities such as the use of forest biomass to produce energy.

Chrysler 3Q profit nearly doubles

(AP) ? Chrysler nearly doubled its third-quarter profit as it continues to post big U.S. sales increases.

The company says it made $381 million last quarter. That's up 80 percent from the $212 million it made a year earlier.

The profit was due mainly to a 13 percent U.S. sales increase for the quarter.

Chrysler gets three-quarters of its business from the U.S. Unlike other automakers, it sells few cars in Europe and isn't being hurt by the economy there.

Chrysler says second-quarter revenue increased 18 percent $13.1 billion.

DETROIT -- The Tigers can act calm and say they are happy to be home all they want. The simple fact of the matter is 53 times a team has taken a 2-0 lead in the World Series, 41 of those teams have gone on to win it all. That's a 78.8 percent chance of failure for the Tigers. ?

The last eight teams to take a 2-0 lead have won the Fall Classic. The odds simply aren't in Detroit's favor. The Giants have won five consecutive postseason games for the first time in franchise history. The Tigers have lost their last six World Series games dating back to 2006.

[GAME THREE LINEUPS: As expected, Sanchez to DH]

It's all stacked up against them.

"I try to keep it simple," Tigers' manager Jim Leyland said. "We are two down with five to play, and we are playing the team we've got to catch."

So what do the Tigers have in their favor, if anything? While the Giants are hotter than a piston powering a Detroit-made Ford Mustang, the game time temperate is expected to be frigid enough to seize their motors -- 46 degrees. A temperature that Prince Fielder described as "perfect."

Game Three starting pitcher Anibal Sanchez is 3-1 in five starts with a 1.98 ERA in his career against the Giants. The weather could be a wild card for him too. Sanchez went 5-7 with a 4.52 ERA in 15 home starts after being traded to the Tigers from the Marlins.

"I'm a little concerned because of the layoff, the cold weather," Leyland said of his Game Three starter. "You don't know how either pitcher is going to react to that."

Home field advantage will be the Tigers' last hope. They are 4-0 at Comerica Park in the playoffs, but even if they win all three games here in Detroit, they will have to head to San Francisco to face a Giants team that has won their last six home World Series games dating back to 2010.

A by-product of the trip back to the Motor City is the use of the DH. Delmon Young's defense didn't kill them in left field, although, he made one embarrassing throw in Game One that more closely resembled a frayed piece of twine than a froze rope. He gets to go back to the role that suits him best, and the Tigers' pitchers are no longer an empty spot in the lineup. Having the DH improves the Tigers both offensively and defensively.

Real Estate, Healthcare & Your 2013 Taxes ? Some Surprises ...

Champagne, funny hats, and the ball-drop in Times Square might not be the only significant events to mark the New Year in 2013. If you are a real estate investor or a home-seller, you could have a couple of surprises lurking in your federal taxes.

The Medicare Tax

One of those surprises found its way into the Health Care and Reconciliation Act of 2010 at the last minute. If, as the the National Association of Realtors? states, it was added to the legislation at the last minute, then one has to wonder just how carefully our elected officials studied this before passing it.

???? What It Is Not

There has been a lot of talk and many email blasts, claiming that this is a sales tax on real estate. It is not. It doesn?t apply to every real estate transaction, and it doesn?t get tacked on at the point of sale, the way a sales tax would. That much is clear.

???? What It Is, Sort Of

The details may seem a bit daunting, but let?s try to summarize:

  • It is a 3.8% surtax on ?net investment income,? which appears to include rental income, capital gains on the sale of investments (and to a limited extent on the sale of a personal residence), interest, dividends, royalties, and annuities, all net of the expenses to achieve that income.
  • It does not apply to withdrawals from IRAs and 401ks, or from veterans benefit,? life-insurance proceeds and several other types of income. (For a further discussion, see this article in Forbes.)
  • But wait, it can actually get even more complicated. According to an article in SmartMoney, there is an exception for income from sources that come from business activities. Presumably this would mean that if you derive your livelihood solely from operating rental property or from flipping houses then your rental income or capital gain from those activities is business- and not investment-related; hence it doesn?t go into the bucket of items subject to the Medicare surtax. But that same article notes an ?exception to the exception? if the income is from a ?passive business activity.?
  • It will never apply (should we ever say never?) if your adjusted gross income is less than $200,000 as an individual or $250,000 for a married couple filing jointly. Fire up your spreadsheet now, because there is a further test: The tax applies to the lesser of your total net investment income or the excess of your Modified Adjusted Gross Income over the $200,000 (single) or $250,000 (joint return) thresholds. (MAGI is the same as AGI for most taxpayers.) Keep in mind a couple of potential ?gotchas? in regard to these thresholds. Even though your conventional (not Roth) IRA or 401k withdrawal is not considered investment income for the purpose of this law, it?s still income and could potentially push you over the threshold. Likewise, the gain from the sale of an investment property could catapult you over the line.
  • If you are selling your personal residence, you will continue to get the $250,000 exclusion for individuals, or $500,000 for a married couples filing jointly, so it is only your gain over that amount that is in play. As before you still have to pay the capital gains tax on your profit in excess of those exclusions. More about capital gains in a moment.
  • Congress did not learn its lesson from the Alternative Minimum Tax debacle, because there does not appear to be any provision to index the threshold amounts for inflation, so the tax may affect more people as time goes on.

Capital Gains and the Fiscal Cliff

Another sobering New Year?s Day adventure is what is being called the ?fiscal cliff.? Part of the wild ride into the abyss is the scheduled expiration of the Bush-era tax cuts on January 1, 2013. Here, in brief, is what it means for those of us in real estate:

  • If you sell your real estate investment property for a profit, that profit is taxed at the capital gains rate. Currently that capital gains tax rate is 15%, but if we go over the fiscal cliff on January 1, 2013, the rate will go to 20% with the potential to add the 3.8% Medicare tax to part of the gain.
  • If you sell your home for a profit and if you have a gain that exceeds the $250,000 or $500,000 exclusion (not an unrealistic possibility, especially for older homeowners who bought several decades ago ? especially in what are now the more costly markets on the coasts like Fairfield County, Connecticut where I live) you may be faced with a similarly higher tax on that gain.

The Bottom Line

I believe the significance of the Medicare tax may be not so much the money it raises -- probably not very much -- but rather in the anti-investor mindset it reveals. The same would seem to underlie the proposals to raise the capital gains tax. Both taxes suggest to me a policy that puts investing and risk-taking in the crosshairs, that seeks to discourage rather than encourage the activities that are essential to making an economy grow.

This writer shares the opinion of many that higher tax rates on capital gains are a bad idea generally, and a terrible idea during a struggling economy. Existing businesses need capital to grow and startups need capital to launch. If our tax structure is changed to impose a disincentive to invest, then we shouldn?t be surprised to see our economy shrink even further. This WSJ article says it well.

Those who invest and who see investing as vital to our society need to keep careful watch on every new tax proposal and to keep ourselves in the conversation about those proposals. And as this Wall Street Journal article put it: ?If you?re planning to sell rental real estate or other investment property, run, don?t walk, to a trusted tax expert.?

7.7 magnitude quake hits Canada's British Columbia

(Reuters) - A powerful earthquake with a magnitude of 7.7 hit Canada's Pacific coastal province of British Columbia late Saturday, setting off a small tsunami, but there were no immediate reports of injuries or damage, officials said.

The U.S. Geological Survey said an earthquake with a 7.7 magnitude had hit the province, centered 123 miles south-southwest of Prince Rupert at a depth of 6.2 miles.

Earthquakes Canada said the quake in the Haida Gwaii region has been followed by numerous aftershocks as large as 4.6 and said a small tsunami has been recorded by a deep ocean pressure sensor.

"It was felt across much of north-central B.C., including Haida Gwaii, Prince Rupert, Quesnel, and Houston. There have been no reports of damage at this time," the agency said in a statement on its website.

Officials with Emergency Management B.C. said in a conference call that while power supply had been hit in some areas, there was no major damage reported.

Some communities on the Haida Gwaii islands, as well as Port Edward in the northwest of the province were being evacuated as a precaution.

The provincial agency issued a tsunami warning for the north coast and Haida Gwaii, as well as for central coast communities like Bella Coola, Bella Bella and Shearwater.

A tsunami advisory was also issued for the outer west coast and part of the south coast of Vancouver Island. Officials said a lower-level advisory has been declared because of potentially strong currents and waves. It urged residents to stay away from beaches and shorelines until further notice.

The quake was not felt in the larger cities of Victoria or Vancouver in the south, a resident in each city told Reuters.

The Pacific Tsunami Warning Center said no destructive tsunami was expected from the quake but the West Coast-Alaska Tsunami Warning Center issued a warning for coastal sections of British Columbia and Alaska.

Williams is accused of robbing the Prosperity Bank at 333 West Kiest Blvd. in Dallas on Jan. 4. He threatened a teller and walked out with $6,414 in a brown paper bag, federal court records state.

The next day he was arrested and brought before U.S. Magistrate Irma C. Ramirez for his initial appearance. When Ramirez ordered him detained, Williams ran out of the courtroom, documents state.

He was caught in the hallway.

Williams has since pleaded guilty to bank robbery and attempted escape from federal custody and has a sentencing hearing scheduled for Monday, records show.

Precisely targeted electrical brain stimulation alters perception of faces

In a painless clinical procedure performed on a patient with electrodes temporarily implanted in his brain, Stanford University doctors pinpointed two nerve clusters that are critical for face perception. The findings could have practical value in treating people with prosopagnosia ? the inability to distinguish one face from another ? as well in gaining an understanding of why some of us are so much better than others at recognizing and remembering faces.

In a study to be published Oct. 24 in the Journal of Neuroscience, the scientists showed that mild electrical stimulation of two nerve clusters spaced a half-inch apart in a brain structure called the fusiform gyrus caused the subject's perception of faces to instantly become distorted while leaving his perception of other body parts and inanimate objects unchanged.

The surprised reaction of the subject, Ron Blackwell of Santa Clara, Calif., is captured in a video made during the procedure. "You just turned into somebody else. Your face metamorphosed," he tells the researcher in the video.

Blackwell, who is now 47, was undergoing medical treatment under the direction of Josef Parvizi, MD, PhD, associate professor of neurology and neurological sciences at the School of Medicine, whose lab collaborates with that of Kalanit Grill-Spector, PhD, associate professor of psychology at the School of Humanities and Sciences.

The face Blackwell was looking at was Parvizi's. "Ron didn't see my face vaporize or go blank. Instead, it just seemed to warp before his eyes," Parvizi said.

In 2010, Grill-Spector and then-graduate student Kevin Weiner (now a postdoctoral researcher in Grill-Spector's lab and a co-author of the new study) discovered that the fusiform gyrus contains two nerve clusters (designated as pFus and mFus) that respond more strongly to faces than to hands, legs, cars, guitars, flowers or buildings.

Grill-Spector's lab has been studying the fusiform gyrus' role in face recognition as well as in prosopagnosia or "face blindness," a condition made famous by neurologist and author Oliver Sacks, MD, who himself suffers from it. People with prosopagnosia simply cannot distinguish one face from another, although all other aspects of their vision and visual-information processing are normal. Some people, like Sacks, are born with the condition while others acquire it as a result of an injury to the fusiform gyrus, Grill-Spector said.

"We can learn a lot about the function of different brain regions by studying these disorders and relating them to the anatomical sites where brain damage has occurred," she said. "But the injuries vary a great deal from one affected person to the next, and they are typically not confined to the fusiform gyrus. This limits our ability to localize a particular deficit to a particular brain site."

Blackwell's arrival at Stanford Hospital & Clinics, along with a generous slice of serendipity, allowed the Stanford doctors to conduct the first-ever study of the fusiform gyrus combining two imaging techniques (fMRI and electrocorticography, or intracranial recording) and electrical brain stimulation. The result was the first-ever proof that appropriate activity in the two nerve clusters, pFus and mFus, was critical to face recognition.

Blackwell had time on his hands. He was spending a week in a bed at Stanford Hospital with a packet of electrodes snugly abutting a part of his brain that doctors believed might be the initiating site, or focus, of his epileptic seizures. These seizures, which he'd been experiencing since age 11, had been well-controlled by drugs. But by late 2010, his medication was failing.

Blackwell was married and the father of two young girls. "It wasn't just me anymore. I didn't want to be vulnerable to disorienting episodes that could occur at any time of the day or night," he said. Referred by his primary physician to Parvizi, he learned of a medical procedure that might provide relief.

Epileptic seizures are, at root, electrical storms triggered when a short circuit at one small spot within the brain, called the focus, causes waves of electrical activity to spread throughout the organ. (The exact location varies from patient to patient.) Most of the time seizures can be controlled with medication. When they can't, one proven treatment involves a surgical procedure in which a portion of the patient's skull is temporarily removed, allowing access to the surface of the brain near the spot thought to be responsible for initiating the seizures. A packet containing numerous electrode leads is placed near the brain's surface, with each electrode acting like a separate stethoscope monitoring the collective electrical activity of perhaps a half-million nerve cells. (That's a drop in the bucket, considering that a healthy human brain contains 200 billion of them.) The patient remains off medication for several days, eventually culminating in the onset of seizure activity and allowing the neurological team to identify the focus. Surgeons may then be able to excise just enough brain tissue to halt the cycle of self-propagating electrical activity ? in effect, pulling out a fuse in order to break the short circuit ? without affecting any important brain functions.

In September 2011, Blackwell was set to undergo the weeklong monitoring procedure. Based on a thorough neurological workup, electrodes were placed on the surface of a brain region that included the fusiform gyrus, a structure roughly the shape of a hand-rolled cigarette, on the underside of the temporal lobe.

Electrical brain stimulation requires the flow of electricity from one electrode across a small patch of brain tissue to another electrode spaced 1 cm away. It so happens that pFus and mFus, which account for perhaps one-quarter of the fusiform gyrus' bulk, are also 1 cm apart. By fate, two of the inserted electrodes had been positioned almost precisely above the anatomical centers of pFus and mFus in Blackwell's fusiform gyrus, forming a pair that enabled Parvizi to apply the stimulation directly to the two sites simultaneously at the touch of a button.

Doing so instantly altered Blackwell's perception of Parvizi's face. "You almost look like somebody I've seen before, but somebody different," he reported. "... You were someone else. Your whole face just sort of metamorphosed ... it's almost like the shape of your facial features drooped."

When the stimulation was halted, the distorted image of Parvizi's face immediately reverted to the normal one, Blackwell reported. Neither sham stimulation, in which a button was pushed but no actual electrical impulse was delivered to pFus and mFus, nor stimulation of nearby sites via other electrode pairs had any effect on Blackwell's face perception. Stimulating pFus and mFus caused no distortion of other objects in the room, he reported.

Throughout this procedure's duration, Parvizi didn't know what to expect. "I was as surprised as the patient was when he suddenly saw my features seem to melt," Parvizi said.

In a follow-on imaging study of Blackwell's brain using a high-resolution fMRI technique that could discriminate among locations as little as 1.8 mm apart, Grill-Spector and her students confirmed Parvizi's findings. Blackwell's pFus and mFus clusters responded with heightened activity to images of faces, but not to those of hands, feet, flowers, cars, guitars, cars or houses.

The Stanford team of neurologists succeeded in locating the focus of Blackwell's seizures, but decided that removing it would be risky because it was too close to other key parts of the brain. But oddly, since the removal of the electrodes, his medication seems to be working again and his seizures have inexplicably abated to a significant extent, for which he thanks God, he said in a recent interview.

If you?re a registered voter and surf the web, one of the sites you visit has almost certainly placed a tiny piece of data on your computer flagging your political preferences. That piece of data, called a cookie, marks you as a Democrat or Republican, when you last voted, and what contributions you?ve made. It also can include factors like your estimated income, what you do for a living, and what you?ve bought at the local mall.

Across the country, companies are using cookies to tailor the political ads you see online. One of the firms is CampaignGrid, which boasted in a recent slideshow, ?Internet Users are No Longer Anonymous.? The slideshow includes an image of the famous New Yorker cartoon from 1993: ?On the Internet, nobody knows you?re a dog.? Next to it, CampaignGrid lists what it can now know about an Internet user: ?Lives in Pennsylvania?s 13th Congressional District, 19002 zip code, Registered primary voting Republican, High net worth household, Age 50-54, Teenagers in the home, Technology professional, Interested in politics, Shopping for a car, Planning a vacation in Puerto Rico.?

The slideshow was online until last week, when the company removed it after we asked for comment. (Here is the?full slideshow.) Rich Masterson, CampaignGrid?s chairman, wrote in an email that the slideshow was posted in error: ?It was an unapproved version of a sales deck that was posted by an intern who no longer works for the company.?

CampaignGrid does indeed collect 18 different ?attributes? for every voter, Masterson told ProPublica, including age, gender, political donations, and more. Campaigns use this data to tailor the online ads you see.

Online targeting has taken off this campaign season. ProPublica has identified seven companies that advertise the ability to help campaigns target specific voters online. Among them is?Experian, the credit reporting company. Datalogix, a company that?works with Facebook?to track users? buying patterns, is also involved. (Here are marketing materials and comment from?the seven companies). CampaignGrid and?a few, similar firms?have beenprofiled?for their?innovative?approaches. Yet the scale of the targeting and the number of companies involved has received little notice.

Few of the companies involved in the targeting?talk about it publicly. But CampaignGrid, which works with Republicans, and a similar, Democratic firm, Precision Network, told ProPublica they have political information on 150 million American Internet users, or roughly 80 percent of the nation?s registered voters.

The information ? stripped of your name or address ? is connected to your computer via a cookie. Targeting firms say replacing your name with an ID number keeps the process anonymous and protects users? privacy.

But privacy experts say that assembling information about Internet users? political behavior can be problematic even if voters? names aren?t attached.

?A lot of people would consider their political identity more private than lots of information,? said William McGeveran, a data privacy expert at the University of Minnesota Law School. ?We make more rules about medical privacy. We make more rules about financial privacy. So if you think private political beliefs are in that category, maybe you?re concerned about having them treated like your favorite brand of toothpaste.?

Google has stayed away from this kind of targeting. It classifies political beliefs as ?sensitive personal information,? in the same category as medical information and religious beliefs.

But other big players have embraced the ?political cookie,? as one company branded it.

As we reported in June,?Yahoo and Microsoft?sell access to your registration information for political targeting. That?s one way CampaignGrid and other companies find you online. Political targeting firms say they also work with other websites, but would not name them.

While campaigns and the firms working with them can buy?reams of data about voters, voters have been left mostly in the dark.

Many online ad companies mark targeted ads with a small blue triangle symbol, or the phrase ?Ad Choices,? and offer surfers a chance to?opt out. But even if web users know what the triangle means, they get no information about how or why they were targeted.

?Consumers don?t really understand what?s going on and haven?t given their permission,? says Joseph Turow, a digital marketing and privacy expert at the University of Pennsylvania?s Annenberg School for Communication.

There are few legal regulations governing how online targeting works, or what notification consumers must receive.

Online advertising experts point out that individual voting records are public information and have long been used to target voters through direct mail. And targeting companies say they are offering a valuable service. Instead of seeing random ads, users get to see ads from candidates they might actually want to support.

?We empower voters,? Jeff Dittus, co-founder of Campaign Grid and now head ofAudience Partners, wrote in an email. ?We give voters information that is meaningful to them and helps them make choices.?

Stuart Ingis, a lawyer for the Digital Advertising Alliance, an industry group, said that voter file targeting is a First Amendment issue, and that targeting should be protected as part of political speech.

?These technologies provide a method for politicians inexpensively to improve our democracy,? he said. ?I would say that the founding fathers firmly believed in the ability ? I think our society very much values the ability ? to efficiently reach a desired audience with a political message.?

Not everyone seems to agree. A recent study from the University of Pennsylvania?s Annenberg School found that?86 percent of surveyed adults did not want ?political advertising tailored to your interests,??and that 77 percent would not return to a website if they knew it ?was sharing information about me with political advertisers.?

While targeting firms promise a wealth of individual detail, it?s hard to know how much information most campaigns are actually using.

?The more third-party data providers you use, the smaller the universe of people who you can reach becomes,? CampaignGrid?s Masterson said. ?Republican women 25-34 who drive SUVs and have American Express cards, and go to the theater once a month ? that might be four people.?

One place online voter targeting has been used successfully is in the state senate primary race of Morgan McGarvey, a Kentucky Democrat who faced off against three other Democratic candidates this May.

With four liberal candidates competing for a liberal district, McGarvey told ProPublica, he needed to convince the small number of voters who would turn out in the primary that they should vote for him.

His campaign worked with Precision Network to show online McGarvey ads to local voters under 35, and to female Democrats who had voted in at least three of the past five primary elections. (Two of his challengers were women.)

?When every dollar counts, when literally every vote counts, you have to be more targeted,? he said.

?I do think it helped us win.?

McGarvey is now running unopposed in the November election.

Health Insurance Costs Force 2013 Budget Cuts - Salem, NH Patch

The Salem Board of Selectmen got some bad news Monday night regarding projected health insurance costs for the 2013 town budget, forcing them to go back to the drawing board to find savings.

After much discussion similar to those at the end of their budget deliberations last month, the nearly 1 percent decrease from the 2012 to the 2013 budget has been wiped out.

After some additions and subtractions, the 2013 selectmen's budget now has a tax impact of $7.06 per $1,000 of valued property. That's the same as 2012.

Town Manager Keith Hickey told selectmen that projected 2013 health insurance costs from Cigna, the town's provider, are for an 18 percent increase in the cost of premiums. That would add some $282,000 to the general fund budget, with increase of $14,749 to the water budget and $3,147 to the sewer budget.

"Overall we felt 10 percent was a conservative increase for our 2013 rates," Hickey said.

Hickey was hopeful that working with the town's broker to negotiate out some of the larger, one-time claims from some employees would lead to that number being reduced to 14 or 15 percent.

With that in mind, selectmen went back into the budget to find savings.

The board voted 5-0 to cut both replacement pay and overtime budgets for the Salem Police and Fire Departments by $25,000 each. Later, they voted 4-1 to cut each budget by an additional $10,000, with Michael Lyons in opposition each time.

They cut the community contributions warrant article by $15,000, with the intent of not contributing to the Rockingham County Community Action Program.

They also agreed to cut $15,000 from a proposed $90,000 capital project to build a new server room in Town Hall by a 3-2 vote.

Jim Keller, who voted against reducing that project along with Lyons, later proposed cutting the remaining $75,000, believing it wasn't enough to complete the project.

After a lengthy discussion, selectmen agreed to leave the $75,000 in the budget but will meeting with representatives from IT contractor Neoscope about what other options for that money may be on the table.

At the request of Lyons, selectmen voted 3-2 to restore $15,000 to the assessing department

For revenues, selectmen added $33,000 in highway block grant funding they are expecting to receive in 2013 for which was not previously budgeted.

Attempts to change a proposed cash purchase of a new ambulance to a lease and to reduce of a clerk in the Community Development department from full-time to part-time failed.

The 2013 town budget is presently in the hands of the Budget Committee. They are continuing their review of department budgets on Wednesday.

Assembly of nano-machines mimics human muscle

ScienceDaily (Oct. 23, 2012) ? For the first time, an assembly of thousands of nano-machines capable of producing a coordinated contraction movement extending up to around ten micrometers, like the movements of muscular fibers, has been synthesized by a CNRS team from the Institut Charles Sadron.

This innovative work, headed by Nicolas Giuseppone, professor at the Universit? de Strasbourg, and involving researchers from the Laboratoire de Mati?re et Syst?mes Complexes (CNRS/Universit? Paris Diderot), provides an experimental validation of a biomimetic approach that has been conceptualized for some years in the field of nanosciences. This discovery opens up perspectives for a multitude of applications in robotics, in nanotechnology for the storage of information, in the medical field for the synthesis of artificial muscles or in the design of other materials incorporating nano-machines (endowed with novel mechanical properties). This work has been published in the online version of the journal Angewandte Chemie International Edition.

Nature manufactures numerous machines known as "molecular." Highly complex assemblies of proteins, they are involved in essential functions of living beings such as the transport of ions, the synthesis of ATP (the "energy molecule"), and cell division. Our muscles are thus controlled by the coordinated movement of these thousands of protein nano-machines, which only function individually over distances of the order of a nanometer. However, when combined in their thousands, such nano-machines amplify this telescopic movement until they reach our scale and do so in a perfectly coordinated manner. Even though synthetic chemists have made dazzling progress over the last few years in the manufacture of artificial nano-machines (the mechanical properties of which are of increasing interest for research and industry), the coordination of several of these machines in space and in time hitherto remained an unresolved problem.

Not anymore: for the first time, Giuseppone's team has succeeded in synthesizing long polymer chains incorporating, via supramolecular bonds, thousands of nano-machines each capable of producing linear telescopic motion of around one nanometer. (A supramolecular bond is an interaction between different molecules that is not based on a traditional "covalent" chemical bond but instead on what are known as "weak interactions," thereby constituting complex molecular structures.) Under the influence of pH, their simultaneous movements allow the whole polymer chain to contract or extend over about 10 micrometers, thereby amplifying the movement by a factor of 10,000, along the same principles as those used by muscular tissues. Precise measurements of this experimental feat have been performed in collaboration with the team led by Eric Buhler, a physicist specialized in radiation scattering at the Laboratoire Mati?re et Syst?mes Complexes (CNRS/Universit? Paris Diderot).

These results, obtained using a biomimetic approach, could lead to numerous applications for the design of artificial muscles, micro-robots or the development of new materials incorporating nano-machines endowed with novel multi-scale mechanical properties.

Dissecting The Sectors: Retail, Homebuilding, And Tech | Stocks ...

Sector: Leisure/Retail
Bullish

Outlook:

Retail sales rose 1.1% in September to a seasonally adjusted $412.94 billion, said the Commerce Department, besting the average estimate for a gain of 0.7%. This marked the third consecutive month of higher consumer spending, which should bode well for discretionary stocks. On the charts, the SPDR S&P Retail ETF (NYSEARCA:XRT) has lately found support in the $62 area, site of the security's March/May highs. The next technical hurdle for XRT -- beyond its annual high at $65.47 -- could come around $67.50. This is roughly 50% above the key $45 mark, which acted as a ceiling in June 2007 and April 2010, before providing support in August/October 2011. On the options front, we are seeing huge put open interest in the November series for XRT -- which suggests long players in the sector are hedged via the ETF, and could mean limited downside on pullbacks. Among specific equities, we recommend sticking with names that have enjoyed positive reactions to earnings amid a sentiment backdrop of lingering skepticism. One example is Yum Brands (NYSE:YUM), which saw heavy put buying ahead of its well-received quarterly report. Conversely, give a wide berth to stocks like Chipotle Mexican Grill (NYSE:CMG) -- a pre-earnings favorite among call players, right before the burrito chain's lackluster quarterly figures sent the shares spiraling lower.

Sector: Homebuilding
Bullish

Outlook: We continue to see evidence that the housing sector is in recovery mode. The latest batch of data showed a surprisingly strong surge in housing starts, coupled with an impressive 11.3% annual jump in existing home prices. In fact, the National Association of Realtors (NAR) observed last week that the primary deterrent for many home buyers, at this point, is actually an "inventory shortage." Plus, the Fed's plan to buy mortgage-backed securities as part of its QE3 endeavor is even more bullish for homebuilders. Despite the improving fundamentals, some sell-side analysts are getting nervous. Since late September, Barclays, Susquehanna, and MKM Partners have all downgraded the housing sector, and hedge fund manager Whitney Tilson is now said to be betting against the group. This downbeat backdrop is encouraging for contrarian investors, as it sets the stage for positive momentum on any good news, and underscores our theory that the euphoria evident at tops isn't yet in place for this group. Some of our preferred names include KB Home (NYSE:KBH), PulteGroup (NYSE:PHM), D.R. Horton (NYSE:DHI), Toll Brothers (NYSE:TOL), Lennar (NYSE:LEN), and Meritage Homes (NYSE:MTH), due to a combination of solid price action and persistent skepticism from Wall Street. That said, the SPDR S&P Homebuilders ETF (NYSEARCA:XHB) is currently battling congestion around the $26 level, which roughly coincides with a 50% year-to-date return for the fund. In light of that fact, a prudent options strategy would be to sell put premium, and/or buy enough time to allow for a call trade to play out.

Sector: Tech
Bearish

Outlook: It's been a blisteringly bad start to the earnings season for tech stocks, with Wall Street responding negatively to the latest quarterly results from IBM (NYSE:IBM), Intel (NASDAQ:INTC), and -- in case you hadn't heard -- Google (NASDAQ:GOOG). What's more, sector heavyweight Apple (NASDAQ:AAPL) has now burned off nearly 100 points from its iPhone 5-inspired highs of late September. On the options front, the 50-day buy-to-open put/call volume ratio for the PowerShares QQQ Trust (NASDAQ:QQQ) has been free-falling. This metric last checked in at 1.48, which is the lowest level since January 25. Previously, similar downturns in this ratio have coincided with poor price action for the tech-rich QQQ. That said, one risk to the bearish case is QQQ's 160-day moving average, which acted as support from May through July.

EAST RUTHERFORD, N.J. - Eli Manning threw a 77-yard scoring pass to Victor Cruz with 1:13 to play and the New York Giants overcame a late touchdown by rookie sensation Robert Griffin III to defeat the Washington Redskins 27-23 on Sunday.

Manning's pass to Cruz came two plays and 19 seconds after Griffin capped what was a potential game-winning, 77-yard drive with a 30-yard touchdown pass to Santana Moss. The rookie had kept the drive alive with a 19-yard pass off a desperate scramble on a fourth-and-10 play deep in his own territory and a 24-yard run on the next play.

Cruz, however, blew by Josh Wilson and Madieu Williams and the more than 80,000 fans in MetLife Stadium celebrated as Manning triumphantly pumped his fist.

Griffin had Washington moving for another score when Moss was tackle by Chase Blackburn after an 11-yard reception and rookie Jayron Hosley recovered at the Washington 43.
